Main Responsibilities
Analyze cost structures of import/export goods including raw materials, semi-finished and finished products.
Review and verify costing data submitted by importers/manufacturers/exporters to assess authenticity and accuracy.
Assist in determining the computed value of imported goods using cost accounting techniques as per Section 25 of the Customs Act, 1969.
Support the development and maintenance of Valuation Rulings by preparing cost-based justifications.
Collaborate with Customs Officers during inquiries, audits, and verifications related to valuation cases.
Provide expert input in cases where transaction value is rejected and alternate valuation methods are applied.
Analyze cost breakdowns, production costs, and transfer pricing structures of imported goods.
Assist in developing fair customs values based on cost data, market trends, and international pricing databases.
Analyze financial statements, bills of materials, and production cost data to support valuation decisions.
Contribute to the development of valuation databases, pricing benchmarks, and reference material for valuation officers.
Participate in meetings, briefings, and provide litigation support as required.
Prepare technical reports, working papers, sector-specific analyses, and global market trend summaries for major commodities.
Qualifications, Experience and Skills
CA or CMA from ICMAP or an equivalent professional body; Master’s degree in Commerce, Accounting, or a related field.
At least 3 years of post-qualification experience in cost accounting, auditing, pricing analysis, or financial assessment.
Experience in import/export pricing or customs consultancy is preferred.
Strong understanding of cost accounting standards and costing techniques.
Familiarity with the WTO Agreement on Customs Valuation and Section 25 of the Customs Act, 1969.
Proficiency in Excel and financial analysis software/tools.
Strong report-writing skills in English and Urdu.
